No, it's corded sinus mask only powered by DC 12V adapter, can not be portable with power bank.

Can I sleep with this on?

No, please do not sleep with our heating pads even if you have set the auto-off timer. Compared with those body warmers, our heating pads feature higher temperature for effective heat. Sleeping with it may increase the risk of being burned.
